Dodge has the same scaling as other full sources, like Spider-Sense. Brutal Strike Rating is the same as the full Brutal passives from Moon Knight/Drax/Bullseye. Bleed is an interesting choice, but includes very few powers -- just Vaulting Uppercut and Crimson Sweep.
