I bet many Rogue players are annoyed by the fact that we need to constantly seek out stealing powers whenever we need to test out a new build, not retaining any of the previous stolen skills in a skill library.
Besides calling out to have skills be retained specifically for each Power Spec. Tabs so that Rogue can truly be multi-spec., what will truly make Rogue versatile in Spec-transition if the following happens too:
1) Allow Omega System to be assigned to each Power Spec. Specifically.

The current power system have a shared Omega System in placed.
E.g. When you are using a Melee Rogue build and switch to a different Power Spec. Tab, the same Omega placement for the Melee build is shared across all Power Spec Tabs. If each Power Spec. have it's own Omega System placement, we can truly make Rogue multi-spec viable without resetting Omega points when we switch specs. in the midst of the battle.

2) Have a quick switch button/macros for Artifacts/Gears.

This will allow Artifacts/Gears placed within an off-inventory item grid to be switched in and out of use with ease.

3) Lower the timing for Power Spec. switching when out of battle.

Currently, the timing for Power Spec. switching when out of battle is 20 - 30 secs? (not sure about this) Lowering the time for Power Spec. switch out to 5 to 10 secs will make spec-transition be more seamless and smooth.

With these changes, Rogue can truly unlock her true potential and tap into the vast intricacies of her play-mechanics.
These changes suggested will not only help Rogue players greatly...but will affect all characters new and old and allow them to be multi-specced too!!! The fact that the upcoming Danger Room End-Game simulation content containing multiple enhancement / debuffs affixes call for a more versatile game-play for all characters to tap into their multi-spec potential.
